CVSEA Representatives Meet General Secretary and President Tô Lâm During State Visit to Canada

Ottawa, September 25, 2026 — Representatives of the Canadian Vietnamese Scientists & Experts Association (CVSEA) met with General Secretary of the Communist Party of Viet Nam Central Committee and President of the Socialist Republic of Viet Nam Tô Lâm and the high-level Vietnamese delegation in Ottawa during his State visit to Canada.

The meeting brought together more than 20 Vietnamese scientists, researchers and experts working in Canada in areas including artificial intelligence, semiconductors, cybersecurity, 5G/6G, innovation and entrepreneurship, energy, critical minerals, urban infrastructure, data and unmanned systems. Vietnamese Ambassador to Canada Phạm Vinh Quang noted that the network brings together more than 150 scientists and experts working across universities, research institutions and technology organizations in Canada and North America.

The meeting took place at an important moment in Canada–Viet Nam relations. During the September 24–25 State visit, Canada and Viet Nam formally elevated bilateral relations to a Strategic Partnership, with cooperation covering areas including trade and investment, digital and emerging technologies, energy, environment, education and people-to-people connections

CVSEA's contribution to Canada–Viet Nam scientific cooperation

At the meeting, Dr. Viet-Hung Vu, President and Co-founder of CVSEA, presented the development of the association and its network of Vietnamese scientists and experts across Canada.

He welcomed the new framework for Canada–Viet Nam cooperation and emphasized the willingness of CVSEA members to contribute their professional expertise, research capabilities and international networks to practical cooperation between the two countries. Vietnamese government coverage of the meeting reported his view that the new Strategic Partnership could open additional opportunities for scientific and professional collaboration.

This direction closely reflects CVSEA's mission: connecting Vietnamese scientists, researchers, academics and industry professionals across Canada, supporting research and academic collaboration, promoting knowledge exchange, and building long-term partnerships between institutions and professionals in Canada and Viet Nam.

In addition to the dedicated meeting between General Secretary and President Tô Lâm and the network of scientists and experts, CVSEA President Dr. Viet-Hung Vu also participated in activities surrounding the State visit in Ottawa involving representatives from both Canada and Viet Nam. These engagements provided further opportunities for dialogue and professional connection as the two countries entered the new Strategic Partnership framework.

The broader State visit included meetings between General Secretary and President Tô Lâm and Governor General Louise Arbour, Prime Minister Mark Carney, and the Speakers of Canada's Senate and House of Commons, together with other official, business and community engagements

From expert knowledge to concrete cooperation

An important part of the meeting was the presentation of practical proposals by scientists and experts.

Professor Lê Bảo Long of INRS, Université du Québec, a member of CVSEA's Board of Advisors and a specialist in telecommunications, networking and AI, proposed national-level cooperation between Canada and Viet Nam in strategic technologies such as AI, 6G, cybersecurity and quantum technologies. He also proposed connecting core-technology research with advanced talent development and exploring a bilateral research-funding mechanism involving organizations such as NAFOSTED and Canadian research funding institutions.

Associate Professor Đặng Đức Huy of Trent University addressed opportunities in critical minerals and climate-related technologies. His proposals included joint research and pilot projects, co-funding mechanisms, clear frameworks for intellectual property and data sharing, and stronger participation by universities, research institutes and companies in bringing technologies from research to commercialization.

In the semiconductor field, Dr. Trần Hồng Nhung of McGill University highlighted Canada's capabilities in compound semiconductors, photonics, AI-chip design and advanced packaging. She proposed cooperation in areas such as power semiconductors, together with funding mechanisms linked to technology transfer and future production in Viet Nam.

Dr. Nguyễn Xuân Phong of FPT, who also serves on CVSEA's Board of Advisors, discussed strengthening international cooperation in artificial intelligence. Among his proposals were advanced talent exchanges that would enable young Vietnamese scientists to work with leading researchers internationally while maintaining long-term research connections with Viet Nam. He also raised opportunities for cooperation in safe and responsible AI research.

Professor Thái Thị Thanh Mai of HEC Montréal emphasized the importance of placing human development at the centre of innovation. She proposed closer cooperation among universities, government organizations, researchers and businesses through interdisciplinary teams working on practical challenges, combining education with experimentation and applied innovation.

Together, the discussions demonstrated the breadth of expertise available within the Vietnamese scientific and professional community in Canada and the potential to translate that expertise into specific research, education, technology and innovation initiatives between the two countries.

Strengthening the bridge between Canada and Viet Nam

In his remarks, General Secretary and President Tô Lâm encouraged Vietnamese experts in Canada to continue contributing ideas and expertise in areas including AI, semiconductors, quantum technologies, biotechnology, health, clean energy, aerospace, digital transformation and high-quality human-resource development.

He also emphasized the role of Vietnamese experts abroad in building professional networks, mentoring younger researchers and students, and connecting knowledge, technology and opportunities between Viet Nam and Canada.

Minister of Science and Technology Vũ Hải Quân responded to proposals raised at the meeting and stated that the Ministry would continue working with overseas Vietnamese experts and scientists to address practical barriers to cooperation.

For CVSEA, the meeting represents an opportunity to continue its work beyond professional networking and toward concrete collaboration among scientists, universities, research institutions, technology companies and innovation ecosystems in Canada and Viet Nam.

As the two countries begin implementing their Strategic Partnership, CVSEA will continue connecting expertise and institutions in areas where scientific cooperation can create measurable outcomes — from research and talent development to technology transfer, innovation and commercialization.

CVSEA respectfully extends its sincere appreciation to General Secretary and President Tô Lâm for taking the time to meet with Vietnamese scientists and experts in Canada, listen to their perspectives and proposals, and encourage continued contributions to science, technology, innovation, education and stronger connections between Viet Nam and Canada.

CVSEA also expresses its sincere thanks to H.E. Phạm Vinh Quang, Ambassador of Viet Nam to Canada, and the Embassy of Viet Nam in Canada for their important role in connecting and supporting the Vietnamese scientific and professional community in Canada and for facilitating the participation of CVSEA representatives in activities during the State visit.

We further thank the Ministry of Science and Technology of Viet Nam, relevant ministries and government agencies, Canadian institutions, partner organizations, scientists, experts, and members of the Vietnamese community in Canada who contributed to the meetings and activities surrounding the visit.

CVSEA values the opportunity to contribute to this important dialogue and looks forward to working with partners in both countries to transform professional connections and expert knowledge into practical cooperation in science, technology, innovation, education, research, talent development and technology transfer between Canada and Viet Nam.

By bringing together researchers and industry professionals, CVSEA helps promote innovation, academic partnerships, and long-term collaboration opportunities.
